Limitations of the completed record

• MISI is a constructed deterministic composite, not objective ground truth, a failure forecast or an investment/credit conclusion.
• The study covers recorded service markets, with different coverage and confidence across states and dates. Do not infer continuously observed national coverage from 9,969 historically represented markets.
• Historical versions v0.1.0, v0.1.1 and v0.1.2 are not normalized into one same-method series. Activation/public-live dates remain partly uncertain.
• Some market-to-system and address-to-service-area relationships are not in PUBLIC. ZIP and verified city/town discovery await a separately reviewed geographic mapping; utility contact addresses are not service-area evidence.
• Among 9,079 raw registry references, 141 registered objects were captured with matching registry hashes. 8,938 referenced originals (15,622,406,774 expected bytes) were already absent. Normalized research records and surviving objects were preserved, but original raw-byte provenance is incomplete.
• 438 state-expansion records are held for manual profile-publication review, though their legitimate scores remain in national/state totals.
