- Stable

- Watch

- Fragile

- High Stress
- Systems in the High Stress band (MISI 61–80) exhibit significant structural risk. Multiple score families are elevated simultaneously — often combining compliance burdens, deferred infrastructure investment, affordability constraints, and revenue fragility.
- Critical
- Systems in the Critical band (MISI 81–100) face severe, multi-dimensional structural stress. These systems typically show the highest concentration of active compliance actions, capital gaps, revenue instability, and governance challenges.
